Mexico: Ensure Justice for Killing of Environmental Defender

Latest in Series of Attacks on Activists in Michoacán State

(New York, April 15, 2026) — Authorities in Mexico should ensure a prompt, thorough, and impartial investigation into the killing of Roberto Chávez, an environmental defender in Michoacán state, and bring those responsible to justice.

Chávez, a member of the Environmental Defense Committee of the El Zangarro community, was shot and killed on the night of April 12, 2026, in Etúcuaro, in the municipality of Madero. Chávez had previously received death threats, along with other local defenders, and was in the process of formally filing a complaint with the Michoacán State Prosecutor’s Office, according to public reports.

“Roberto Chávez’s killing reflects the dangers faced by environmental defenders in parts of Mexico,” said Daniel Wilkinson, Senior Policy Advisor at Climate Rights International. “Ensuring that those responsible are held to account is critical to preventing further violence and safeguarding Mexicans’ right to a healthy environment.”

Chávez was involved in community efforts to defend natural resources in the face of illegal deforestation, water theft, and the presence of organized crime groups in the region.

The killing follows a series of violent incidents in Madero, including attacks, threats, and displacement of territorial defenders and their families reported in 2025. Five months after armed attacks against other members of Chávez’s collective, no one has been held accountable, according to environmental defender Julio Santoyo Guerrero, who continues to face threats despite having been granted protection measures by state authorities.

“Mexican authorities should urgently strengthen protection measures for at-risk defenders, ensure effective implementation of existing protection mechanisms, and address the conditions of violence and impunity in Madero,” said Wilkinson. “Those defending the environment should not have to risk their lives to do so.”
